This document, presented by the Department of Communications & Digital Technologies (DCDT) on 25 February 2026, at the recent 6th Edition of the OTT Content Streaming Summit – Africa 2026, outlines the strategic framework for an enabling and sector-based Artificial Intelligence (AI) Policy for South Africa.
The policy is driven by the vision of using AI to advance inclusive economic growth, job creation, and to position the country as a leader in innovation, while ensuring intergenerational equity. The policy framework transitioned from international benchmarking in July 2024 through extensive stakeholder consultations to its current draft form. It is built upon six key pillars designed to address capacity building, economic advancement, governance, and cultural integrity.

● Capacity and Talent Development: Focuses on integrating AI into education at all levels, establishing the AI Institute of South Africa
● AI for Inclusive Growth and Job Creation: Encourages research and development through dedicated centres, financial incentives
● Responsible Governance: Prioritises safety, security, and data protection by strengthening existing laws
● Ethical and Inclusive AI: Aims to eliminate bias through representative African datasets and the establishment of an Independent AI Ethics Board and AI Ombudsperson
