ICASA (The Independent Communications Authority of South Africa) has published the Draft National Radio Frequency Plan (NRFP) 2025. This plan regulates how South Africa manages its radio frequency spectrum, which spans 8.3 kHz to 3000 GHz. The update aims to harmonise the spectrum with future technologies such as 6G and satellite communications.

The draft incorporates key decisions from the 2023 World Radiocommunication Conference (WRC-23) and the 2024 International Telecommunication Union’s (ITU) Radio Regulations, ensuring that spectrum utilisation is efficient, equitable, and conducive to international innovation. Technology neutrality is fundamental; operators must select technologies compatible with the national plan.

The NRFP upgrade enables the deployment of IMT-2030 networks, which will pave the way for 6G. IMT-2030 networks offer enhanced mobile broadband, machine-type communications, and ultra-reliable low-latency services. Additionally, it safeguards Earth observation, meteorological, and other passive satellite services, allowing space-based monitoring to proceed without interference.

The strategy includes ESIM frequencies to provide uninterrupted internet access on mobile platforms such as aeroplanes, ships, and trains. Furthermore, the plan encompasses new non-geostationary satellite frequencies to deliver high-speed broadband for mobile platforms and to support disaster recovery efforts.

NRFP 2025 is aligned with the African Spectrum Allocation Plan and the SADC, promoting regional coordination and ensuring economies of scale for Africa. This is expected to lower the cost of advanced technology and enhance accessibility.

The draft plan primarily aims to stimulate economic development, foster new industries, and create job opportunities in South Africa—especially within disadvantaged communities. It is focused on benefiting the youth, women, disabled individuals, and SMMEs to ensure that the advantages of technological innovations reach all South Africans.

The ICASA initiative seeks to build a more connected, inclusive future for the country. It invites public comments before finalising the roadmap.
