Understanding Regulatory Regimes For A Converged World In Africa’s Digital Media Ecosystem

As media, telecommunications, and technology continue to converge at an accelerating pace, regulators across East Africa face mounting challenges in crafting policy and oversight frameworks that can keep up. This urgent topic will take centre stage at the upcoming Broadcast And Digital Media Convention—East Africa 2025, which will take place from 27 to 28 May 2025 at Four Points by Sheraton, Kampala, Uganda.

Hosted by the Uganda Communications Commission (UCC) and co-convened by the Uganda Broadcasting Corporation (UBC) and Broadcast Media Africa (BMA), this year’s convention will bring together leading stakeholders from the region and beyond to discuss the evolving regulatory landscape amid digital transformation.

In an era where content is platform-agnostic and consumers seamlessly shift between traditional and digital channels, the lines between broadcasting, telecommunications, and data services are blurring. National regulators are under increasing pressure to review outdated statutes, coordinate with their counterparts across sectors, and create new structures that support innovation while ensuring accountability, content standards, and consumer protection.

Uganda Broadcasting Corporation (UBC), a co-convener of the event, emphasised the importance of such discussions. A spokesperson for UBC said, “As a public broadcaster navigating the evolving digital environment, UBC recognises the critical need for regulatory systems that reflect the realities of convergence. This convention provides an ideal platform for open dialogue and collaboration among industry leaders, regulators, and policymakers, helping us shape a future-ready media ecosystem that serves all East Africans.”

As East Africa builds toward a unified digital media and communications future, regulatory alignment will be a cornerstone—and this convention aims to lay the groundwork for that progress.
